You know you need to reduce the scope of your paper if you want it to be a 10 page paper instead of a 100 page one! I used to negotiate a more specific and manageable topic all the time in my soft subjects like philosophy, history, and politics. I got A's too--at Berkeley. Just take some question about government that interests you and either ask your professor if you can make that your primary focus or just do it. In your opening paragraph be sure to put your more limited question into the wider context that your professor suggested. Then state your thesis and ytical framework very clearly.

Here is a good general purpose outline. 1. Tell 'em what you gonna tell 'em; 2. Tell 'em; 3. Tell 'em you tol' 'em!
