I don't know if I would say that Hester and Pear are free from Chillingworth's reach, but he doesn't really have any reason to go after them, as he states earlier (chapter 3?) in the novel. His vengeance lies with the man Hester had the affair with (Dimmesdale). Remember, women in that time period were still believed to be unable to think for themselves--Chillingworth thinks Hester had to have been "seduced" by Dimmesdale; that she never would have knowingly cheated on her husband. That's why Chillingworth doesn't bother with her--she is somehow innocent in the whole affair. Plus, she's been punished enough, don't you think?
As for the Black Man, the Puritans commonly used that term to describe Satan, in all of his ghastly and scary forms. They believed that Satan lurked in the forest surrounding Puritan villages. For another interesting story of the Black Man, read "The Minister's Black Veil"
