John Jay wanted a strong form of government that would avoid future conflicts between the states. He believed that "We the people" held the key to understanding the constitution. Jay and Hamiltion believed that the elite should be leaders of governments. That the well educated would better run the country than the uneducated. They believed that they would be more capable and could do a better . He believed that a large unifying government could better serve our needs. That there was a need for a National Bank. That Big Government protects your freedom. It would and could promote a Industrial society.
