Well, as for the first question, I do think that Medeia, while acting mad, is quite sane and rational because she does demonstrate throughout that she knows fully what she is doing and their consequences. As for the second question, just look to the chorus of Korinthian women for the answer. They applaud her every move of revenge as justified -- among other things, they are, after all, women and one of their kind has been shafted -- right up until she decides to kill the children. The children were innocent victims and did not deserve what happened to them.
A good book to read on this play (I finally get a chance to plug this!) is "Euripides' Medea: the Incarnation of Disorder" by Emily A. McDermott.
