Simply, the Book of Philemon is a personal letter from Paul to his friend, Philemon who, as many Colossians were in the first century, was a slave owner. It is unwise to try to find modern religious application from any Biblical text without first "running it through" the people (in this case person) it was written to. Paul is asking Philemon to accept Onessimus back. No longer as a slave, but as a Christian brother. This is Paul cashing in a chit. Philemon owes Paul his very life, Paul is asking Philemon to return the favor.
Should this book be part of the Cannon? Much debated. I favor yes. It shows the glorious change that occurs when one, no matter their station in life, encounters Jesus Christ as Savior and Lord. For Onesimus--it is spiritual and physical freedom. For Philemon--it is seeing people as Christ sees them.
